The recent row about GP contracts is alarming. Not only are hard working public servants being put under unacceptable pressure but there are other serious issues.

One is the building of expensive new hospitals which is skewing NHS spending. The second is the lack of public accountability of primary care trusts. Liberal Democrats believe they must be elected by local people
